This can be accomplished by following 2 steps:

1. Add the following code in Editor > General > Design > Advanced > CSS styles field:

.field_UserToc, .field_UserPolicy { --main-color:0, 0, 0; }

You can change the color 0,0,0 for the RGB code of the color that you want.
